Global small business platform Xero  has unveiled an expanded suite of payroll, payment processing, and bookkeeping solutions tailored specifically for the U.S. market. Unveiled during Xerocon US, the major product milestone marks the full execution of Xero’s “3×3 strategy”-a operational framework designed to integrate core accounting, payroll, and payment infrastructure into a single financial operating system.

The announcement highlights the official rollout of Xero Payroll (powered by Gusto), the launch of Melio Expense Management, and the expansion of JAX, Xero’s autonomous agentic intelligence platform. Together, these connected capabilities remove long-standing back-office friction for small business owners while giving accountants real-time financial control.

Unifying Back-Office Pillars: The 3×3 Strategic Advantage

For decades, small businesses have had to navigate fragmented software stacks-operating separate, disconnected systems for employee payroll, vendor bill pay, and bookkeeping. Data from Gusto underscores the operational risk of this fragmentation, revealing that the share of small businesses missing payroll runs grew from 1.5% in 2019 to 2.3% in 2025, directly impacting approximately 3.4 million workers.

Xero Payroll directly eliminates these systemic vulnerabilities by embedding Gusto’s payroll infrastructure directly into the native Xero platform. By unifying workforce management with core ledgers, transactions automatically sync across general ledgers without manual intervention.

The expanded payroll suite provides end-to-end operational support:

  • Flexible Payroll Processing: Executes unlimited payroll runs, manages complex multi-state tax compliance, direct deposits, and automated federal, state, and local tax filings.
  • Workforce & Contractor Management: Supports 1099-NEC contractor payouts, W-2 generation, benefits administration, paid time off tracking, and self-service employee portals.
  • Frictionless Onboarding: Includes complimentary historical payroll data migration and dedicated onboarding support from certified payroll specialists.

Advancing Embedded Payments and Agentic AI Operations

In tandem with payroll capabilities, Xero is deepening its payments network following its 2025 acquisition of Melio. The new Melio Expense Management tool enables businesses to track, categorize, and reconcile credit card expenditures in real time. To further streamline accounting workflows, Melio introduced Casper, an AI-driven assistant engineered for accounting practices.
